Arts and Culture in Peoria The history of the City of Peoria’s Arts and Culture program goes back to the 1987 creation of the Peoria Arts Commission and the Percent for the Arts Program by Peoria City Council. Since that time funding for the public art program has come from a one-percent contribution from each of the City’s capital improvement projects. The Peoria Arts Grant program was created in 1998 to help promote the arts in the community. The grant program provides various funding to local arts organizations for programming in Peoria. The program is regularly modified to meet the needs of the community and is monitored to evaluate program impact. The program helps to support local arts organizations as well as attract programming from around the Phoenix region to Peoria. In Fiscal Year 2026, 42 Arts and Culture grants were awarded, totaling $300,000. In 2007, the city unveiled the new Peoria Center for the Performing Arts in Downtown Peoria. The city and community have many diverse and ambitious goals for their cultural programs. In 2009, an Arts Master Plan was created that sought to align the goals into a specific set of recommendations, which provided overarching, holistic policy direction. In 2022, a new Arts & Culture Plan was approved by the Peoria City Council and provides direction of Peoria's Arts and Culture programming into the future. The plan’s vision defines that the arts in Peoria support a vibrant cultural community that is accessible, inclusive, and inspiring for all.

Carrie Palmore was raised in rural southern Oregon and has spent most of her life in the beautiful Pacific Northwest. Her professional journey began with a 15-year career at Intel, followed by nearly two decades in the real estate industry. It was during this time that Carrie discovered her love for art. "I was spending all my time thinking about my business and what else I needed to be doing," she recalls. "Deciding I needed a hobby, I walked into Michaels one day and walked out with a set of colored pencils, a sketchbook, and an instructional manual. The rest is history!" What began with colored pencils soon evolved into a deeper artistic journey, moving through acrylics and eventually to oil painting. Initially focused on oil landscapes, Carrie’s style transformed in 2024 when she enrolled in the online program at the Milan Art Institute. There, she developed a unique mixed media approach combining acrylic and oil paints. Now retired from real estate, Carrie lives in Surprise, Arizona, with her husband, Rick. Her days are joyfully split between the pickleball court in the morning and her art studio in the afternoon. Together, Carrie and Rick enjoy spending time with their two daughters and four grandchildren, who continue to inspire her creative spirit.

Jetuan Whedon, wife and mother, is a likeable entertainer. You'll find that Jetuan's comedy appeals to a wide variety of crowds (she performs everywhere from nursing homes to rowdy clubs). Jetuan likes to describe herself as: part mom, part nerd and part "bro" but she's completely adorable. When Jetuan isn't on stage or with her family, she is making elaborate balloon sculptures. Jetuan is an award winning balloon artist.

Art, for me, is release. It is expression without permission, creation without apology, and authenticity without rules. I believe deeply—unwaveringly—that we are all born artists. Somewhere along the way, many of us are taught to silence that truth. My work, my teaching, and my leadership in the arts exist to help people reclaim it and build what I call creative confidence—the belief that your creativity is valid simply because it is yours. My art is intentionally one of a kind, much like the humans who create and experience it. I work intuitively, allowing emotion, instinct, and curiosity to guide the process. I am inspired by organization yet thrive in chaos, creative detours, and procrastination. I never formally studied art, and I wear that path with pride. I am currently stepping back into art education as an adult to learn foundational techniques—while still choosing to beat to my own drum and honor a process free from rigid technical rules. Community is at the heart of everything I do. I am deeply involved in the arts ecosystem as an artist, educator, leader, and advocate. I am an active member of multiple arts groups and a passionate supporter of fellow artists, instructors, and creatives. I own and run ART with me AZ, Paint & Sip Studio, am the Executive Director of Ground Floor Artists, a 501c3 nonprofit art organization and creative hub in the West Valley, and serve as the Brand and Strategy Officer at EPIC Earth Arts, an online community and arts education platform. I believe art grows stronger when we uplift one another, show up for each other’s work, and celebrate creative risks. Teaching, collaborating, and learning alongside my peers continually shapes and strengthens my own practice. Beyond the studio, I am family-oriented, a devoted partner of over 20 years, a proud fur mama to two incredible pups, and caretaker to two hilarious desert tortoises. I am an animal enthusiast, a middle child through and through, and a genuinely goofy soul who finds joy in connection. Recently, I’ve returned to learning through sewing lessons with my mom and sister—a reminder that creativity is lifelong, ever-evolving, and best when shared. “Art is not about getting it right—it’s about letting yourself be free."

Desert Aires Barbershop Chorus

The Desert Aires has presented annual concerts for thirty one consecutive years, and has performed hundreds of times for various groups, as well as donating performances for charitable organizations and the Sun Cities Recreation Centers functions. They have contributed substantial amounts to local charities. The chorus is currently singing under the direction of Cary Burns, with Bill Shaw as assistant director. (See more information under director tab.) The chorus is achieving new heights in performance levels. The Chorus hasn’t always competed with other barbershop choruses but has won the “Plateau A Award” several times through the years at the Far Western District Division 5 competition, with the most recent in 2023. In both 2023 and 2024, the Desert Aires earned the right to compete in the International competition for “Senior Choruses”. They opted not to go to New York in 2023 for that competition but will compete in San Antonio, TX in January 2025.
